When on Google Chrome and on Google Maps whys there a face in the top left corner when you enter an address?

When we enter ANY address in Google Map and click on it to see any type of view, there is a face of a man in the corner where the direction arrows are located... then it has something about using my location. Any clue? Also, when on internet explorer, it does NOT do that. Anyone know anything about it? You're high? You mean the white circle between the arrows and the yellow man? Click it and it turns blue. It tries to locate you like on a phone...When on Google Chrome and on Google Maps whys there a face in the top left corner when you enter an address?
drag the little man to the map and some of the roads will turn blue. turn the man loose on the street

you want and it will show the street as if you are looking it from ground level.
